Time travel is not particularly common in jumpchain, especially fiat-backed options, so it's worth gathering them in one place. Gardevoir in particular is a victim of absurd pokedex lore, where there's mentions of Gardevoir being able to just make a black hole to nuke the area with if anything ever happens to their trainer, but from a more conservative estimate, you've got telempathy, telepathy, teleportation, and telekinesis. It's once again hard to really tell how high that caps... but let's say it shouldn't be too hard for you to break down a wall (or just teleport past it, carrying a person and anything they're carrying with you), but you're unlikely to be able to uproot a building and throw it, for example. You've got Hypnosis, Dream Eater, and Confusion, so mindf*ckery also seems to be in your wheelhouse, you can get Future Sight, and you've got Calm Mind+Stored Power, for what that's worth. It's an excellent amount of power for an early jumper, but it caps relatively low in the grand scheme of things, and what it lacks in power it more than makes up for in versatility. I'd say it's definitely worth grabbing an Uncapper for it early in a chain.
As far as Lucario goes, you can use Aura to keep up with Pokemon physically, and Lucario is no slouch in the strength and speed department, though it's defenses are merely decent. It's another source of empathy and lifesense (whereas Gardevoir would likely sense minds instead of life force). Aura Sphere is the most iconic offensive option, due to being a high power homing hadouken equivalent, but you'd probably have to watch a lot of the anime to get a good measure of 'this is how strong it actually is'. You've also got stuff like Force Palm which seems to be Aura based if Smash Bros is any indication, but i don't remember what it's like in animeland. Aura also tends to be useful for healing, if Lucario learning Heal Pulse and the events of the Lucario and Mew movie are any indication, and you can probably figure out how to steal and opponent's Aura to self-heal (which is to say, Drain Punch). The anime and the Mystery Dungeon games also show us that Aura can be used to make some form of magitech, but we don't know how various ancient civilizations actually accomplished that. All in all, it's less versatile than having Gardevoir-tier psionics, but is likely about the same in terms of raw power output, and still provides several utility functions that a newbie Jumper should seriously consider. Being able to keep up with superhuman physiques is also pretty valuable, whereas a Gardevoir-tier psychic would be extremely reliant on deflecting things with their telekinesis or interrupting opponents with mental assaults. I'd say it's not really worth an uncapper, though. Most of the benefits don't need an uncapper to avoid obsolescence, and it's usually not too hard to acquire superhuman physiques in Jumpchain, which can then be enhanced further with Aura (as opposed to trying to rely purely on Aura's self-enhancement to reach those levels)
Small town origin, Physical Fitness+Aura+Psionics is one hell of a package. Close to Captain America, a boost on top of that and esoteric powers? You can then tack on Survival Training and Combat training while nabbing the Wanted drawback to become able to survive just about anywhere and always keep your cool while knowing martial arts.
It's a VERY good package for low-end, starting jumper.
